New York State Bag Tax Goes Into Effect

The New York State Department of Environmental Conservation (NYSDEC) began enforcement of the plastic bag ban on October 19th, 2020. New York State’s law banning plastic carryout bags took effect on March 1st, 2020.

In New York City, businesses are required to collect a non-taxable 5-cent fee from customers on paper carryout bags, with some exceptions. You can avoid paying the paper bag fee by bringing your own reusable bags to stores. Stores are required to allow the use of reusable shopping bags.

The plastic bag ban and paper bag fee are efforts to reduce the use of wasteful single-use bags and their negative impact on the environment.

Stores may choose not to switch to paper and may only have reusable bags for purchase. The City and State do not set prices for reusable bags.

The enforcement that was set to begin in March, was pushed off until about a month ago due to the pandemic. The State gave business owners 4-6 weeks to allow them to finish the inventory of plastic bags.

Yesterday Gourmet Glatt began charging for bags, as per State mandate. See a public service announcement below:

  1. If you can sell the bags to use why doesnt Gourmet Glatt then eat the price of the bags ??? They definitely charge enough for everything in their store ?? It’s a scam !!! Either you are not allowed to use the bags or you are allowed to use bags make up your mind

  2. Allen – It is not a scam. If you buy the bags before you buy the groceries then they are your bags and you can ask them to pack the groceries in your bags. If they give you the bags they are in violation of King Cuomo’s newest edict. People should be encouraged to buy/use reusable bags but not forced.

  3. I totally agree with Allen. We support gourmet Glatt and their outrageous prices! Give the customers the bags for free!! While Iam in the subject of prices. How on earth do they justify. Charging for fish heads before Yom tov. They throw them out on a regular basis.. talk about being greedy
